Create a pipeline in tests repo to run integration tests

Create a pipeline in [tests repo](https://github.com/Azure/azure-functions-host/issues/11510) to run integration tests. The pipeline will run both - Host provided integration [tests](https://github.com/Azure/azure-functions-host/issues/11509) and Worker specific [tests](https://github.com/Azure/azure-functions-host/issues/11510).
